The Northern Channel Islands including , the Santa Barbara County area, was first settled by Native Americans at least 13,000 years ago.
Presence has been found in the form of evidence for a Paleoindian. A fluted Clovis-like point found in the 1980s along the western Santa Barbara Coast, as well as the remains of Arlington Springs Man found on Santa Rosa Island in the 1960s.
1978: Residents of the northern area initiated an effort to create a "Los Padres County" from the northern area of Santa Cruz county. It did not succeed.
2006: Northern county organizations initiated a similar proposal for a Mission County. Governor Schwarzenegger appointed a commission which reached the conclusion as stated in its final report that the proposed County, would not be economically viable.
2006: Voters rejected the formation of the new county.
